The Netherlands has launched a pilot programme allowing women in some prisons to purchase approved sexual wellness devices, in a move aimed at promoting safer sexual health and reducing health risks associated with the use of unsuitable objects.
The programme began in May 2026 in selected women’s prisons and will run for one year before authorities decide whether to continue or discontinue it.
Around 295 female prisoners, representing nearly 70 percent of all women held in Dutch prisons, are eligible to participate in the pilot.
Under the programme, participating prisoners can choose between two approved types of devices, including an air-powered device and a dildo. The prison authorities do not provide the devices free of charge. Instead, prisoners purchase them at the same price they would cost outside prison.
The initiative follows a 2025 study by Leiden University, which found that providing incarcerated women with access to safer sexual health options could contribute to better and safer living conditions in prisons.
Doctors working in some prisons reportedly observed that some female inmates were using inappropriate objects for sexual stimulation, potentially exposing themselves to health problems, including injuries and infections.
Prison authorities said access to safer sexual wellness options could help some prisoners relax, sleep better and reduce stress, while also lowering health risks associated with using unsuitable objects.
The one-year pilot will allow authorities to assess how the programme works in practice before deciding whether it should be expanded, modified or discontinued.
